Well, it would help to know where your flying from. Also, what time of year are you looking to travel, how long a stay, will you need a hotel or other accommodation? Finally, please define “cheap” – a price range for the airfare or an include trip would be helpful. Please add more details.
Your best bet might be to try and buy a bundled trip (hotel, airfare, etc).

No direct flights exist, so your best bet is to fly to a major hub where they are available (Miami, Atlanta, Houston). Copa, the Panamanian airline offers really good fares from US cities it serves, but it does not fly to Pr. Your fixed schedule could make it difficult to find a fare in your price range, especially as the 22nd is less than 2 weeks away.
Try http://www.kayak.com as it gets fares from a variety of sources so that you can compare them.

My children and I are planning a family trip and they would love to fly on a plane for the first time, but I am on a budget so Im looking for something as cheap as possible. Start of in Thailand. Find your way to Khaosan Road Don’t prebook anything just show up from the airport. Stay in Bangkok for a day or two. You will find 100′s of back packers and the best deals in S.E.A.
Its a blast, I spent 6 months doing Thailand, Laos, Vietnam, Malaysia and Cambodia. Trains taxis motos boats and buses going town to town island to island every 3 days. The whole trip cost 00 back in 2005 the Dollar is about 30% weaker since then but it is still cheap.
Wish I was coming with you. best trip of my life.

Almost always, the cheapest will the carrier’s own site.
Where in Florida will matter greatly, as will when you fly and (especially!) when you buy.

funny you asked. Actually saw a flight earlier today leaving the 17th of Jan (From O’hare) returning on the 23rd for 2 (incl. taxes) on lastminute.com
Finding tickets below 0 will be extremely hard to find.
How many ppl are going?
